"A commission whose members are appointed by the Governor to adopt and enforce rules relating to the determination of appropriate bargaining units; make determinations relating to the certification and decertification of exclusive bargaining representatives; and to adjudicate unfair labor practice cases in the public sector of the state of Washington.
